  7. Now, type cmd in the Windows search bar and select Run as administrator from the right-hand side. Type attrib +r -s -h %USERPROFILE%\Downloads /S /D and press Enter
  8. Restart your computer

You should now be able to get back the downloads folder and be able to use it once again.
