On WhatsApp, the block shortcut option will only be available when you get a message from an unidentified contact you don’t trust.
According to the research, this restriction is necessary since users may unintentionally tap the block action when responding to alerts from their trusted contacts. In a later version of the app, the block button will be included in the notifications section.
