Solution 1: Run the App as an Administrator

Tap on the search icon placed on the Taskbar, and type “Paint.”
Right-click on the Paint app’s icon and select “Run as Administrator.”
Solution 2: Clear the Microsoft Store Cache
Press the Windows + R key combination to open the Run dialog box. Type “WSReset.exe” in the textbox and hit Enter.
A command-line window will now appear on the screen, which indicates that the Microsoft Store Cache has been reset.
