Solution #1: Register the .dll File

Press the Windows + R key combination to launch the Run dialog box.

Type “regsvr32 msxml3.dll” in the text bar and hit Enter.

A pop-up box will appear on the screen for Confirmation. Proceed ahead to register the DLL file. Reboot your device to check whether it resolved the issue.

Solution #2: Check Plug and Play Service Status

Plug and Play Services are a blend of both hardware and software support on a Windows device. To resolve the “Device Manager blank” issue, you’ll be required to check the Plug and Play service status and configure the system settings.

Press the Windows + R keys together to fire up the Run box.

Type “services.msc” and hit Enter.

In the Services window, scroll down to look for “Plug and Play” services. Tap on it to check its status, whether it is active or not.

If the service status of “Plug and Play” indicates as “Stopped,” you will need to enable it again.

Hit the “Start” button, and then change the Startup type value to “Automatic.”

Once done all the changes, tap the “Apply” button to save the recent settings.

Reboot your device, launch Device Manager to check whether it’s still blank/empty or not.

Solution #3: Modify the Registry Entries

Our next solution to resolve the “Device Manager Blank” issue revolves around making a few tweaks in the Registry entries.

Open the Run dialog box by pressing the Windows + R keys.

Type “Regedit” and then hit Enter.

In the Registry Editor window, navigate to the following path:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar.

Once you double-tap on the Toolbar section, you will see three components listed underneath: Explorer, Shell Browser, Web Browser.

Tap on each entry, and then on the right side of the Registry Editor window, look for the “ITBarLayout” file. Right-click on it and select “Delete.” You will need to do this for each Toolbar entry, including Explorer, Shell Browser, and Web Browser.

Close the Registry Editor window, reboot your device and then launch Device Manager to check if you’re still experiencing any issues.

Solution #4: Edit Registry Permissions

Press the Windows + R key combination to launch the Run box. Type “Regedit” and then hit Enter.

Right-click on “Enum” and select “Permissions.”

A new window will appear on the screen. Under the “Group and User names” section, look for two values precisely: User and Everyone.

If you don’t see “Everyone” in this list, we’ll need to add a new entry.

Tap the “Add” button.

Tap the “Add” button.
Type “System” as a title and then check on the “Allow” option next to all three entries: Full Control, Read, and Special Permissions.

Close all the windows, reboot your device, open the Device Manager to check whether you’re still facing the issue.
